New Build--Cannot run OS off USB or DVD

I just built my first computer (kit off newegg) and it won't run linux (tried latest releases of Ubuntu and Mint) for more than a few seconds when running off a bootable USB stick. After a few tries, I was able to install Ubuntu to the hdd, and when i try to boot off the hdd i get the initial "Ubuntu" load screen. Then the screen goes black, loses signal, and goes through the boot sequence again. I disconnected the hdd and tried running Mint in live mode off a thumb drive. It boots up fine, runs the OS, but after a couple seconds the screen goes black, loses signal, and goes through the boot sequence again. All the while, the hardware never shuts down. The fans and lights continue to run uninterrupted. I can get into the BIOS just fine and it seems to be working properly, but i haven't changed any settings in there.

I've disconnected and reconnected everything. I went through "breadboarding". When i take the RAM out, i get tree beeps. Put the RAM back in, no beeps. The only time i've heard a beep is when the RAM isn't installed. I tried another PSU, same symptoms. I reseated the CPU, same symptoms. Motherboard is outside the case, same symptoms.

Going through all this, can i rule out the PSU, RAM, and/or the HDD being bad? I can run Mint in live mode off the same thumb drive on another computer, so i think i can rule out the .iso.

Any insight on this, if it's hardware or software? Suggestions on what to try next??

I'm having the same issues without the hard drive connected, just running off a thumb drive. The only other PSU I have is 250W. There doesn't seem to be any difference in performance between the 250W and the new 750W. They both will boot off the USB, run for a few seconds, then reboot. And like is said, there's no interruption in the hardware when it reboots. It just goes through the boot sequence again. Think it could still be the PSU? The 750W did seem to run the OS a bit longer than the 250. I might be able to get a hold of one over 400W.
 
Okay, I'm going to forget about the PSU possibility for the moment (I confused this thread for another that had a powerful graphics card, hence the 400W+ recommendation) since 250W should run your build. Now I'm beginning to suspect the mobo or APU - I really hate getting to this point.
You might look at this although I don't think it fits here http://support.microsoft.com/kb/978226 it's something and if it works, you won't need to RMA anything - I'm going to spend some time in you mobo manual to see if anything jumps out at me but I'm not getting a good feeling here

There have been a few times where my video signal will cut out for a while, as will the USB connections built in to the mobo.

would a faulty mobo explain all this?

I think i got it. The CPU fan was staying at a constant RPM and the CPU was overheating. I swapped it for an old heat sink/fan and it seamed to work fine, but it doesn't dissipate the heat well enough. I'm hoping a new heat sink will get me going.
