Windows 7 -64 not shutting down

I'm running Windows 7 64-bit and it is getting stuck on the shutting down screen.
I have enabled verbose messages and it gets stuck after all the other stuff when it actually says "Shutting Down"
any help would be greatly appreciated.

Happened again last night (as always for quite some time)

I tried in safe mode this morning, fresh boot into safe mode as I turned it off last night. and instead of getting stuck, it gave me the shutting down animation, and the HDD light was on, but after the animation continued for 10 minutes I guessed it wasn't ever going to actually shut down.

I have noticed that when I boot back up I don't get the typical "Windows did not shut down properly" options.

I have saved the event logs, but I dont know what to do with them.

as a note last night/this morning , 4 July 2:09am is when I shut down last night

4 July 08:10am is when I booted/tried to shut down in safe mode

4 July 08:23am is when I booted normally
