DVD-Rom not reading certain DVDs

I recently tried up some dvds that I had and my dvd-rom couldn't read it. The dvd is apparently new(ish) and has very few scratches, but it still can't read it. When I insert the disk and open up "My Computer" the partition where the dvd is supposed to be is there and this is what it looks like. It doesn't finish the loading thing at the top, the green bar:

I tried running the dvd on a friend's pc and It ran smooth as butter. I could get my friend to burn a new copy of the dvd but this problem with my DVD-ROM needs to be fixed.

P.S: Not sure if this is the right category.
 

Hi, if it is CD / DVD, try running a CD. If it runs that but not the DVD, it is most likely time for a new drive. CD and DVD run on two different wave lengths. If one or the other fail then it will not run that format that failed but will run the other. Not an uncommon problem and optical drives are relatively inexpensive today.

Actually I don't think it's the laser since, I can read other DVDs just fine, even DVDs that are particularly older. Is it something related to the way the DVD is coded? As far as I know, they're all coded the same way and stuff.
