New psu and electric shocks

I did a system upgrade, bought core i5 4670+gigabyte H77-HD3 board and a corsair GS600 psu.

HDDs, DDR3s and casing remained the same.

After installing, I got electric shock while pinning in the usb, then noticed it everywhere around the casing where the paint was removed.

I suspected psu, and I took it out, connected to the main power and checked all around. Two of the four screw holes (which are used to hold the psu to the casing) indicated electric current (with the pencil type tester) and I suspect when I screw the psu to the casing, it spreads all over.

I have a cement floor without a carpet or anything so I am sitting with my feet on the ground. I asked around and people told me that this is normal, all psu have some current so I should not stand on ground.

Question is : is the psu faulty? it is brand new corsiar GS600.
or is it normal for all power supplies?
Also is it harmful for the mobo and other stuff connected?

Solution
That's a potentially lethal situation. First thing to check is the wall socket (as indicated above), then any power strip you may be using. You can obtain a 3 light tester rather inexpensively at any home improvement center (Lowe's, Home Depot, etc.). The most common fault is that ground and neutral are swapped.
