in games like watch dogs and far cry 3 i see options are from 1-5
what is it job and is it affecting my fps

Buffered frames are frames of the game that are rendered but haven't been displayed yet.

Increasing this should make your game play smoother (because it has frames ready to display, so if the next one takes a long time to generate the others will be displayed in order in the hopes that the machine can catch up later). The trade off is that any actions you do are in reaction to things that actually happened in the game a couple of frames ago, so if you are playing the game at 60FPS and are 3 frames behind you are essentially playing around 50ms behind the action. In some multiplayer scenarios that's probably not a good idea.
