Can i run my HIS R9 270x turbo boost clock with my 5 years Old Biostar GF 8200 M2+ Mobo which is only support Pci-e 2.0 and it's quite OLD,with only 2GB RAM,windows 7 32bit. IMO I think my PSU won't be the problem (Seasonic M12II 520Watt).

Yes. It has a 16x PCI-E 2.0 slot according to their website. Not sure what processor you have, but if it's at least 4 cores and over 2.4Ghz, you shouldn't see a bottleneck.

You plugged the monitor into the card and not the motherboard,right?
Was the cards power plugged in and the fans spinning? Any beep sequences?
