CPU Fan will not turn on.

i5 3570k with stock cooler
8gb Corsair Vengeance DDR3
Antec 450watt power supply
Windows 7

My CPU will not spin on boot up. Before I had this problem, my CPU fan would spin really fast at boot up and slow down after a few seconds.
I am able to load into the Windows login screen but I do not want to continue further because of the possibility of damaging my CPU.
Could there be something wrong with my motherboard not sending electricity to the cooler or is the coolers motor fried or some other possibility?
Could I have already damaged my CPU by loading onto the Windows login screen? Bootup took about 25seconds and I was on the windows login screen for about 1:30 seconds. This was all while not having my CPU fan spinning.
Why does my system not turn off after a few seconds as a precaution?

It is extremely unlikely that you have damaged your cpu just by booting to the login screen as the loading on the processor is very small so it would not have heated up very much.
Your system probably would throttle back or even shut down if you left it on long enough.
Now I would suggest that you check that the fan cable is plugged in securely to the motherboard.
Try turning the fan by hand and see if it moves easily and freely
Get a molex to fan adaptor and plug your fan into this and the molex end into a spare psu molex this will connect the fan directly to the psu and will indicate if the motherboard connector is ok.

I just ran into the same problem with an i5-4670K in a new build. CPU temp was 90C at idle! I ran for a day like that, even testing 16mg ram. The processor has good thermal protection, cutting load and finally shutting down before there is damage. Check the wires around the fan case, it's all too easy for those to tighten to a point where the fan stops. I completely removed them from the clips around the fan and the fan runs perfectly now. CPU temp is about 22C under load.

It doesn't turn off because it wasn't hot enough to trigger a thermal shutdown.

I bought the Rosewill RCX-Z300 cpu cooler and I am going to install it soon. I will try the molex to fan adaptor workaround if the new cooler does not work.
