Computer cuts on then immediately shuts off after showing "HP logo"

This computer cannot boot into windows. I've successfully used start up repair recently on it and it worked for 2 days. Now its having the same issue. I've cloned the hard drive to a new hard drive to see if a new hard drive would work, though the old hard drive already tested fine.
(beautiful redundancy in that last "sentence")
My biggest problem is that I'm trying to avoid reloading Windows. There is a program on there that I have no other access to. No disks. No account. Nothing.

This is an HP Omni All in one. I'd guess 2-4 years old.

I recently had an issue with an HP tower where it wouldn't get further than the HP logo, I had to install a new motherboard, but I would also test to see if your PSU is failing or not to begin with.

How does one test specifically a power supply? I'm having a similar issue.

Joatmeal, what did you end up doing?

Its difficult to test the PSU because a true test would require the PSU to be under a good load but you can power it on and test it with a $5 Multimeter or purchase a PSU tester (again these do not put the psu under a load) such as this

There are plenty of write ups on the net on how to test a psu with a multimeter, just google for one.

Interesting. Perhaps a better question is how would one test out if it's a mobo, cpu, or psu issue? It seems when one goes, you can't really tell which one it is without having a spare system to swap parts in and out of.
