CPU might be broken.

Hi, I recently took out my old CPU to test if an older computer was working. I put it back in my original computer after I found the old one is broken and my computer turned on but the GPU fans revved to the max and there was no video out. I took it out and found thermal compound on the bottom and tried hto clean it off before breaking the pin. I ordered a FX-6350 online that the person was unsure it worked. Today I got the CPU and placed it in the board and powered the computer on after connecting all of the appropriate power cables. It immediately did the same thing the old CPU did. Is this the new CPUs fault or is something else wrong.

Things I've tried so far:

Reseating CPU
Reseating GPU
Placing GPU in the second PCI bus (resulted in the fans returning to normal but still no video out)
1 stick of RAM at a time in different slots
No RAM
Disconnecting everything except CPU, GPU, RAM and PSU.
Cleared CMOS
Flashed latest bios through Asus Flashedback

Nothing changed the outcome except moving the graphics card to the second slot.

My system:

Mobo: Asus 970 M5A97 R2.0
New CPU: FX-6350
Old CPU: Phenom II X4 955BE overclocked to 4 GHz
GPU: Sapphire Radeon 6970 dual fan edition
RAM: PNY 4GB 1333mhz X2
PSU: LSP Ultra 650w D0911
Case: Rosewill Challenger

Any advice would be helpful. Thanks in advance.

That's what I was thinking but of I put the GPU on the second slot it would go back to normal but without any video out. Do you think it's the motherboard? Also I no longer have another GPU to test. I sold it to pay for the new CPU. And yes I did buy a CPU that wasn't confirmed to be functional but from what I could gather it seemed like the guys motherboard was ESDed.

And sorry it took me so long to respond. I am currently breadboarding it right now. I only have the motherboard, CPU, PSU and HSF connected along with a case speaker. When I turn it on I get nothing from the speaker but the fan spins and lights up like it's supposed to.

Try both CPUs?
Sounds like the motherboard is probab ly gone
