I have already ruled out the GPU as the potential problem as the flashing artifacts still occur on any GPU put in the system.

My speculation: It could be a failing/crappy power supply? If not that, maybe the motherboard can do something like this?
System:
FX-4100
ASUS M5A97 (AM3r3) motherboard
8GB DDR3, 1600Mhz
R9 270X (HIS IceQ)
SATA III HDD
Windows 7 Home 64 Bit
GPU Driver is 14.4
CPU Temperature 54C
Will provide more information as it comes in. If you've seen this kind of artifacting before please do share what the cause was in your situation.
