New motherboard or fix old one?

I just build my first pc. Everything works except my USB ports. I think it is a chipset error. Anyways my keyboard and mouse don't work and I thought it was an SSD problem. Turns out when I unplugged every drive except my DVD drive and tried to boot windows they shut off. I need to know if I should return the old motherboard and get a new one or fix the old one.

Ok sorry I have been trying to fix this all night. I installed a chipset driver a few days ago. When the computer restarted my keyboard lit up. When the animation for starting windows started the light shut down. This has been happening for days now. I came to this forum today's and have been talking to other people. Here is a link of the forum for everything that you need to know.http://www.tomshardware.com/answers/id-2205534/erase-ssd-mouse-keyboard.html at the end of the conversation he said to try and boot windows from the disk with the hard drives disconnected. And my keyboard still turned off. I came to the conclusion that my motherboard is broken.

Try plugging your keyboard and mouse on the usb ports that come from the chipset. Install windows, then install the drivers for the other usb ports.

Edit: Just read your post, which motherboard do you have and which chipset drivers did you install?

All USB ports do this. I can't use my keyboard or mouse. I tried to reinstall windows and again, no keyboard or mouse.
 
So neither the keyboard or mouse work AT ALL, on ANY USB ports, even just to get into the BIOS you cannot press any key (usually delete) to get into the BIOS setup? Or is this just a Windows issue? Once we get this straight we will know where to look. A chipset driver will only affect Windows. (But a BIOS update will affect the board operation before Windows loads). If the USB ports don't work for the BIOS then the problem is on the board (assuming your cables and mice and keyboards are in good order)
