Time syncing even after being disabled.

I'm trying to set my computer time to a future date/time for the purpose of getting an achievement in a Steam game. Trouble is, even when I disable time syncing under Control Panel -> Date & Time -> Internet Time, it resets itself to the proper time within about 10 seconds. How do I stop it doing that?

I have all kinds of issues with time settings. macs set time to Universal while PCs- to the time zone. Would it help if you change the time zone? Also motherboard has time setting and it somehow affects Windows. Not sure how to fix it. Dual boot computers with Windows and Mac OSX get reset Windows timing few hours ahead after OSX use- not sure how it happens.
