Any i3 should be enough for Skyrim, and 8GB of RAM is more than enough.
Your GTS 450 will limit you first, though it's an acceptable GPU and should run Skyrim on at least medium settings, or perhaps high.

In general, mods that add more people will heavily stress Skyrim's engine, and will hit the CPU hard. However, the dual core i3s are generally great for Skyrim, so I don't expect your older one will have much trouble.
