I have a Lian Li PC-TU200b case with a 4570 and an Asus 280x. The 280x is almost instantly hitting 84c in games. I have drawn diagrams of current fan intakes/exhausts.

Do you think removing the HDD cage would help with temps?
Should I have the case fan (120mm) be exhaust instead of intake?

I know radeon hds and gtx series cards better than r9 but I do know this.
Stock fan settings on cards almost always SUCK.
I recently did a build for my fiance plopped a evga gtx 660 oc and right away when I ran a few tests I noticed it easily hit 85c alot.
So I went to my fan curve settings and did the following.
Start of fan at 30c at 30% fan speed increase of 10% for every 10c increase.
At 60c increase by 20% and at 70c let the fan go to 90% speed and at 80c let the final bit of fan speed come out.
Now the card does about 63c average and rarely penetrating 70c.
Your stock fan settings probably need changed cause factory fan settings rarely work at all.
