UPS very specific question

Hi. I was having an issue with a UPS which was passing voltage even when off. It has 8 outlets, 4 with the battery protection and the other 4 with only are surge protectors. The devices connected to the surge protectors were on even when the UPS was off.

Now I bought a better UPS, a Tripp lite OMNIVS 1000 which has 6 outlets with battery and 2 outlets with surge protection only. It has the same issue: even when off, devices connected to those 2 outlets are still on.

Is this normal? I'm almost sure it is, because I tried with 2 UPS, but I still don't know why this happens... thank you in advance.

Yes. Those Surge Only devices are ALWAYS ON NO MATTER WHAT! Even when the UPS is turned off! Only the battery outlets turn off when you turn the UPS off. Only way to turn those off is to unplug the UPS from the wall.
