GPU is not being detected

I just installed a r9 270x gpu by gigabyte and It just wont detect for some reason.
I have everything hooked up I can get a display from it and detects gigabyte basic display but that's all
I've used uninstalled/reinstalled driver
I've tried device manager all it shows is Microsoft basic display adapter

Motherboard model? PSU model? Is this a computer you built yourself, or is it a pre-built from an OEM?

Did you download and use Catalyst Control Centre?

Is your card locked into the top pcie slot?

Are your power supply connectors connected to the card?

And Device Manager detects your card. So it just a matter of downloading and installing the drivers. Are you doing this using CCC?

No it does not i specified that in OP and already uninstalled/reinstalled drivers 5 times.No idea what CCC is. I used DDU to uninstall my old nvidia+AMD drivers

Did you download and isntall the drivers per http://support.amd.com/en-us/kb-articles/Pages/GraphicsDriverInstallationInstructionforMicrosoftWindows7.aspx ?

Do everything per that link including the use of CCC?

If so and it didn't work then talk to AMD and tell them CCC doesn't work.
