GPU is not being detected

I just installed a r9 270x gpu by gigabyte and It just wont detect for some reason.
I have everything hooked up I can get a display from it and detects gigabyte basic display but that's all
I've used uninstalled/reinstalled driver
I've tried device manager all it shows is Microsoft basic display adapter

Did you download and use Catalyst Control Centre? yes

Is your card locked into the top pcie slot? yes

Are your power supply connectors connected to the card? yes

No it does not i specified that in OP and already uninstalled/reinstalled drivers 5 times.No idea what CCC is. I used DDU to uninstall my old nvidia+AMD drivers

Only thing that pops up for CCC is CPU and CPU overclocking nothing more
