If you want to play any new AAA game out now or in the near future, not just GTA V, maxed out in 1080p then you are going to need at least an R9 280x or GTX 770. And even then, you aren't guaranteed perfect performance which is usually considered to be around 60 FPS without any major drop in frame rate and the ability to use after effects like AA and AF. Basically, you can't skimp on the GPU, you will need to invest a minimum of $300. Or, if you are willing to buy used, you can look for the 280x's predecessor, the 7970 GHz or even a 7970 which you might be able to find for $200 or less. Used 280x's which were used by miners are also available in that price range. For the 770, though, it is probably...

Wait about 6 months then ask again after the game actually comes out. But, based on your video card (GTX 660) I'd say no. Your CPU is definitely capable of playing any game maxed out in 1080p... with the right video card. I had a GTX 660 (actually 2 in SLI with an overclocked i7 3770k) and alone it is barely able to play GTA IV in medium-high detail. With 2 in SLI I could max it out but with tearing and occasional stutter. There weren't many games made after 2010 that a single GTX 660 could max out in 1080p. My advice is to get another in SLI if your motherboard has a 2nd PCIe 3.0 x16 slot or swap in a better card like a 770 or 280x. If not, you are probably going to be playing in medium detail with after effects, shadows, etc. turned off in 1080p.

The official requirements haven't been announced, so this is just speculation.

Your CPU is fine, your RAM is more than fine, but I'm 99% sure that your GPU is not up to the task. Sure it will run it, but not on ultra @1080p with acceptable framerates.

Used 280x's which were used by miners are also available in that price range. For the 770, though, it is probably the cheapest option from Nvidia in that performance range since the GTX 680, its predecessor and 6-series equivalent, was much more expensive when it was released so used ones are still selling for about the same price as a new 770. I've owned both the cards you are considering (270X and GTX 660), both Asus. They are both excellent mid-range sub-$200 cards. I now have an HD 7950 boost and it stomps both the 660 and 270X simply because of its much better memory bandwidth and 3GB RAM. Thanks to a 384-bit memory bus and extra 512 stream processors, it easily outperforms the 270X in everything. Take Far Cry 3, Watch Dogs and Max Payne 3 for example. On the 660 and 270X I was only able to set the detail to about medium with a few on high (out of ultra or very high) in these games before very bad lag started and the frame rates dropped well into the teens. With the 7950B, though, it chews these games up in DX11 with everything maxed out and the FPS barely drops below 30 in any of them. Basically, if you are expecting ultra or maxed out in any newer game, don't even consider the 660 or 270X. The 770 and 280X are your bare minimum options and the 290X and 780 are highly recommended. If you can't afford a card in this performance range, I can tell you right now that there is money sitting inside your PC in parts that you don't need for gaming which you can easily sell right now on ebay for more than you paid for them: 8GB of your system RAM. You only need 8GB for gaming. You can easily get $75 right now for your RAM or more depending on the type and speed. For 1600 MT/s RAM in 2x 4GB modules, you can easily get $35-$40 for each or sell them as a pair. $75 + the $190 you were willing to spend on a 270X would put you close to 770/280X territory. Bottom line: nothing below those cards will meet your expectations for any new game out now and I am willing to bet this applies to GTA V as well.
