Migrating windows 8.1 or clean install to new SSD

Hello!
I have a Samsung 840 Series SSD with windows 8.1 on it. I am planning on buying a new SSD so by brother can take my existing.
This is the SSD I was planning to buy:

So my question is, should i use the including USB 3.0 to SATA cable and Samsung Data Migration Software to migrate windows to the new SSD or should I Make a clean install on the new SSD?
I recently bought new parts (1 month ago) and made a clean install then so my windows is pretty "fresh"

Also, do you think I should buy the 840 EVO or wait until the new 850 EVO is being released?

Gigabyte Z97X-Gaming 5
Windows 8.1
Intel i5-4670K 3,4 GHz (3,8 GHz Turbo)
Corsair Obsidian 450D
Sapphire Radeon HD 7790 1GB
Corsair Vengeance 8GB (2 x 4GB)
Storage: Samsung 840 Series 120GB & WD elements play 2TB
Corsair H55 CPU Water Cooler
Corsair RM650 PSU

since you just did a fresh install I would clone it over.

Since this is a relatively new install, and there are no drive space issues, and you are going from SSD to SSD....this is one of the few times I'd recommend migrating it over.

Otherwise, a clean install.

I'd get the 840. Any differences for performance would be tiny, and it is generally advisable to let other people buy and find out v1.0 issues.
