You have 100Mb (notice the small b). If you download at 1.4MB (notice the big B). That is a 10 fold increase. So first, get your "b"'s in line.
Next, a torrent doesn't mean anything in terms of speed. That's only how fast the other seeds can send it to you.
Where are you getting the figures of 95 and 45 from? If you haven't, go to speedtest.net and use that for gauging speeds.
How far is the "next room" compared to your PC? cable length affects speed, as does quality of the cable. A crappy cable will get less speed.
And just because you have 100Mb/s, doesn't mean you will hit that on anything but doing speedtests. No sites or torrents usually send out that fast.
Also, does your computer go straight from the router in the other room into your pc via a cable, no other switches or anything else in between?
