GPU fan and temp issues

Met a guy a few days ago and noticed he was having issues with his fps while gaming. I checked out his specs and noticed he should definite be getting more than 20fps on all lowest in ARMA 3

CPU: FX-8350
GPU: Asus HD 7850
PSU: 550w
RAM: RibJaw 8 GB

I was monitoring his GPU while gaming and his fan never left 10% so I manually set it to 70% and let him run it some more. it ran better for the first bit but once the temp got to just below 50c the GPU usage dropped and it went back to playing like shit. I can't find the solution and he's outside of canada so he's unable to RMA

EDIT: i've never seen his GPU usage exceed 50% averages 25% when gaming for long periods

Those cards should not drop when getting to only 50c.

It may be worth checking out the cpu temps to ensure that cpu is not getting too hot. Low GPU usage can happen from a cpu bottleneck so a throttling cpu can cause exactly this as well.

Cleaning dust from heatsinks is also a good idea.

Already check cpu temp and usage cpu never went over 55c and averaged 35% usage when gaming

and already got him to clean it

Well no way the video card at 50 should cause this issue either.

Can you ensure the latest drivers are installed and that the power supply is not of questionable quality.
