High gpu usage and low cpu usage while gaming

Components:

athlon X4 750k @ 4.1 ghz
r9 270x
8 gb ram

So everytime I'm gaming, any game at all, even unigine, my cpu usage won't go past 40~50% while the gpu goes 90% all the time. it's not a matter of bottlenecking cause, if any thing, the cpu should be bottlenecking the gpu not vice-versa. I've tried setting the cpu speed to stock speed, updating every driver, setting the priority of the game to real time, using razer game booster. Something I notice is that, on bf4, on multiplayer I get low fps despite of the settings.

Suggestions?

BF4 is not a CPU intensive game( unless online multiplayer is what you seek) , it holds its weight on GPU , play Skyrim , it's pretty intense on CPU's , Bye the way do check your direct x settings
And what do you mean by lower frame rates , I mean less frame on ultra? And other specs of your rig?how high are temps?

Pretty much what Ali Shayyan said.

Also, some games only effectively use 2 cores (like Skyrim), and those will still be "maxing" what your CPU can do even at 50%, since 50% is 100% on 2/4 cores.

For example, Dragon Age Origins uses 3 cores, and the old Phenom II 955 I replaced bottlenecked me in DAO even when it was only at 75% use, since it was maxing 3 of my 4 cores and leaving the other one idle.
