AMD 8350 Performance compare

I have a AMD 8350 with a Sabertooth 990FX R2.0 processor speed is 7.6 I put another AMD8350 into a Biostar TA 970 the processor speed is 6.2 why the difference? is it the motherboard being better?

It has a TDP of 140.
There are several reasons why this could be happening. Biostar isnt the best quality, and ASUS is really good quality. The 970 vs 990 chipset can also be causing problems. So can the cooling involved, even if they are identical coolers, the thermal paste might be applied different.
You also could be a victim of the silicon lottery. Certain chips hit their limit, others dont for a few more GHz.

My guess it that the Biostar TA 970 only has a TDP rating of 95w on the processor socket. The 8350 requires a TDP of 125w hence the motherboard will slow down the cpu slightly in order to keep things safe.
