Low draw distance in all games

I recently purchased a new computer and I have low draw distance in all games, when I get too far from some textures they begin to dematerialize and when I get close they materlize out of nowhere.
This happens in almost all of the games I play, in some games it's more noticeable like:
The Witcher 2
Farcry 3/Blood dragon
Splinter Cell Blacklist
And it was the most annoying in Call of Juarez Gunslinger, when I had to shoot at someone far away, but when I shot at him he didn't get hurt at all, only when I got closer I realized there were barrels in front of him, that weren't there before.
In other games, textures just pop in front of me instead of materializing
My specs are:
Intel core i7 4790
Gigabyte R9 290 4GB
2X4GB Corsair 1600 MHZ
1TB seagate HD
Samsung 840 Evo 256 GB SSD

Increase your draw distance. Low draw distance is meant for older systems that can't handle large amounts of textures, objects, etc..
This means that outside a certain radius (draw distance) textures will either go to a lower resolution or go off completely. The R9 290 is perfectly capable of handling high-draw distances, especially with the 4GB of VRAM. So crank it up and you'll be able to see the barrels.

Problem is, there's no option to change to draw distance.
I tried looking everywhere, even in the ini file, and didn't find an option to change it.

It might be called something different, such as view distance, LOD (Level of Detail), Object load distance, etc.. Mess around with the Geometry settings.

Nothing with that name mentioned, and even if it is, it's set to high

Ok. Do you have the newest stable drivers? If not update then. If you upgraded from a different GPU make sure you properly uninstalled those drivers.

Yeah I had the 14.4 AMD drivers installed, I tried installing the 14.6 beta drivers but they changed nothing.
I tried using RadeonPro, but the game is launched through uplay and not through .exe so there's no change.

Can you by-pass Uplay? I don't use uplay so I can't really help you there.

Well, I tried running games with RadeonPro, and I set the LOD to 3, it didn't make a change and the games even look worse.
I still have low draw distance problems.

Huh. Well what are your temps? I've seen lots of weird issues with hot cards, maybe this is something like that. Clean your computer with some canned-air and make sure there is plenty of air-movement inside the case.

Seems like some of the games you listed have issues with draw distance for a lot of people, especially with foliage. Its very unlikely that your GPU is broken, as this issue suggests a software problem. Could you have background programs that may be impeding performance on your GPU or changing settings?

My CPU & GPU temps during games are about 60 degrees Celsius.
I'll try filming the draw distance problem so you can understand it better, because I really doubt it's a problem with the game since the draw distance is really low sometimes.
