Hard drive failures and replacing/cloning questions.

I just finished upgrading a couple parts of my new pc I've been building. Got her into a new case and put a new cooler in my cpu. The main issue I have left now is my hard drive. I've noticed my computer keeps locking up, I've narrowed it down to my HDD failing. I bought a new Seagate 1TB drive to replace my failing one. It came with software to clone my hard drive so I'm going to give that a shot first. Before I can clone it, I have to repair my old one enough to be readable, currently sitting at the scanning and repairing screen, at 27% for about two hours now. I've read it takes an absurd amount of time, so that's ok. Now before I go any further, what would the easiest way to do this be? I have my old hard drive with a few games on it and my OS, nothing I worry about losing, it's all steam games. I want to get my new drive bootable, don't care if I lose anything, I'd actually prefer a fresh start. I do not own a Windows 8 install cd to put on my new hard drive, which is why I was cloning my old one.

What's the easiest way to get my new hard drive bootable and ready to go?
