Cpu issues. Seeing GPU usage drops and cpu Stutters periodically about every 20 seconds in games

So pretty much in every game (i recently upgraded my gpu) i have noticed i get pretty high 60-90 fps avg consistantly, however at complete random, almost every 15 seconds, i've noticed my fps will drop to around 30-40 and my cpu usage will increase dramatically. Again, this happens at complete random, i can be standing with nothing going on and this will happen. At the same time when its not happening it handles high amounts of activity with solid fps (ill post a screen if i can shortly). Anyone have thoughts of what could be going on!?

Hey so heres my rig.

PSU - Thermaltake TR2 TR-600 600W ATX12V
CPU - AMD fx8320
GPU - AMD Radeon r9 270x
MOBO - ASUStek m5a78L-M LX Plus
RAM - 8gb(2 4gb Generic Sticks) DDR3

Running Windows 7 (legitimate copy)

-First concern that im curious about is if my PSU or MOBO would possibly be causing this. It's about a year old at this point and i believe the MOBO is pretty low end for AM3+ socket.

-I've tried Default BIOS, Overclock CPU, Overclock GPU to compensate for either of the drops (both terrible results). Clearing everything besides the game including Firefox, chrome etc.

Kind of at beginner level knowledge of computer hardware tbh so please bare with me if i seem lost.

Well I see 2 issue right off the bat. First and very crucial is the TR2 PSU is complete garbage(very low quality and a known system killer) and should be replaced ASAP. Next problem is an 8 core FX on a 760g chipset(motherboard). The 760g motherboard are known to have problems with 8 core cpu's. Under load the vrms aren't strong enough and will cause the cpu to randomly throttle down. Either of these could be the issue or it could be a mix of both. Here's a reccomendation for a replacement motherboard and PSU.

I'd first look to an issue with the driver. Do a complete uninstall of the Catalyst Control Center and Driver, then reboot and install the latest version. There are some good driver cleaners available on the net if the problem persists.

Thanks for all the replys everyone!

@drkatz42 - That was a great tool, i found old NVIDIA drivers i should've gotten rid of, Got a clean install of my amd drivers and my computer, if nothing else, seems to be running at peak a little bit smoother. thanks!

@bignastyid - I'm starting to believe that the MOBO is the culprit of my problems. Did a bit of research and it turns out mine is incredibly out of date and people seem to agree and relay the same message you're giving me. Going to upgrade to a more compatible one ASAP and let you know if that fixes my problem.

Also, updated with a 3rd screenshot. Could anyone explain why my gpu load would go up and down like that so much?
