cpu idling at 60° in bios and 70 in windows

Hello everyone and by advance i apologize for my bad english.

So i mounted my own computer 2 months ago and the temp were fine for those whole 2 months. Lately i buyed a new graphic card that came with the game "watch dogs." Since the game was horribly laggy, i disabled throught a tutorial the "core parking" in windows 7, which didn't solved the issue by the way... I didn't noticed any change in my cpu temperatures until 3 days ago when suddenly, at the boot, the temps raised to 78 degrees on idle. I've rebooted and it came down to 34. The last morning i booted up my pc and... Well, i was idling constantly at 60 degrees... I thought it was my software that was reading wrong the temps so i rebooted and goes into the bios only to see it was up to 70. So i followed a lot of topics with the same problems as me... I removed the cpu, removed the old thermal paste, applied new one (size of a pea in the middle) and remounted firmly the heatsink and the cpu onto the motherboars... And yes it isn't loose or anything. I rebooted only to see that now i'm idling at 70 degrees... So before you ask, i reapplied thermal paste multiple times and the best i got was 50 degrees which is way too hot in my opinion. Anyway, i tried with another fan that turn way faster but i still stay at 50 in the bios and up to 70 in windows. When i run a program that stress the cpu a little it can go up to 90... So i'm desperate. Is that anything to have with the core parking in windows ? Don't tell me it is suddenly the stock cooler that is shitty since before i was idling at 30°. I don't want to change my fan either since it turn the same way as before... Any help would be appreciated guys.

You need to open Task Manager and see which applications are using your CPU's time. some times it is program like an Anti-virus program that is corrupted or whatever. I'm guessing that might be the case. if so, uninstall the Anti-virus or other program and reinstall them after rebooting, if they are legitimate programs.

Here's an update... I bought a new cpu, really thinking the old one was just dying... but guess what ? I have higher temp now ! And my case is wide open... i don't understand at all. The fan have thermal paste pre-applied to it and usually, with a new cpu, the temps should be around 30-35 degrees if i'm not mistaken right ? Somebody answer me... i'm desperate.

Third update so far... Now i got 35 degrees in the bios, which is great. I think it is a normal temps but i still got 53 degrees in windows. I reenabled core parking, thinking it might solve the issue but no luck so far. Well, now i'm idling at 50 degrees in windows, which is a little better but not too much. The fact that i have 35 degrees in the bios make me think it's a problem with windows now... Oh and open hardware monitor, speccy and hwmonitor all tell me the same temps.

Here's an update... I tryed with both cpu, and they're both idling at 75 degrees now. I'm so tired of this... Can anyone tell me if it is my motherboard doing that ?
