Signs of a failing hard drive?

I have had this problem for over a year where my computer constantly seems to have problems with poor response times for certain program and even folder lists. For instance, My Computer - the folder - sometimes will takes minutes just to show me two hard drives, etc. (See Screenshots)

Other programs that also list folders, like Adobe Bridge, are very slow and unresponsive at times. But then everything can be fine for days or longer at a time. Never know what I am going to get. Another program that works terrible is iTunes. It can take 5-10 minutes for the program just to open.

I just formatted and reinstalled Windows 7 and the problem was still around before installing programs, etc. Is this a hard drive problem?

Running windows 7 home premium, intel i5 2500k, 8GB Ram, Gigabyte MB, 1 TB Seagate and 2 TB Seagate.
 
is this happening for all your hard drives?

a weekly cycle would point to fragmentation but you seem to have issues even with fresh install

are you using the latest chipset drivers for your motherbaord?

also use something like crystal disk info to check your HDD smart info

I did run it just recently but it took a long time so I left and when I came back it had finished and was in Windows. How would I know if there was a problem?
 


Should spit out an error in the event viewer if there is one. There's a good chance it just rebooted if you left in in Command.

Just put it as "chkdsk {volume letter} > log.txt"

chkdsk C: > C:\log.txt
