Motherboard and Cooling its components

Hello, I am currently planning for a rig. And I can't find a very good motherboard. I will be socketing in a 1150 (if I am right, this is the one that is compatible with i5-4 gen)... Can you recommend a nice motherboard that can do good? I will use it for gaming, educational purposes, and sometimes, editing (but not very intense editing).

In cooling, I want to know if sealed liquid cooling systems are only for CPU or there are available ones too for GPU and RAM (please don't laugh about this, as I am purely curious). Secondly, can I apply thermal paste for the CPU even if I already have a sealed liquid cooling system? If yes, what thermal paste would do good for an i5-4th gen used mainly in gaming and my other said uses? Lastly, will it still be effective and a good idea to put tower case fans even if I am using sealed liquid cooling system?

Not too expensive, good quality, can overclock, good software. There are lots of other options depending on your budget.

There are closed-loop liquid coolers for GPUs - I'm not aware of one for RAM, but I'm sure there's one out there somewhere. Liquid cooling RAM would be pretty pointless really as they don't tend to get hot. In fact, even adding a RAM-cooling fan would be pretty pointless.

You'll need thermal paste for your CPU regardless of the cooler that you use, air or liquid. Even the stock CPU cooler needs thermal paste. There are lots to choose from, and there's not much...

Yes, even if you use a liquid cooler you should have at least a couple of case fans for cooling the rest of your components. At least one intake in the front and one in the rear would be a very good idea.

CLC's (Closed Loop Coolers) are typically made for CPU's, though there are some that are designed for GPU usage, and products like the NZXT Kraken G10 that adapt CPU coolers to work on GPU's. RAM, I dont know of any, or why there would even be a need for it.

Thermal paste is needed for any cooling solution. Which one is the best is a contentious and IMO, pretty pointless argument as their all so close anyway. I like Artic Cooling MX-4, but really any of the notable branded ones will do fine.

Water-cooling can often involve more fans than air cooling, yes you need case fans, if only because there are things on a computer other than the CPU/GPU that need cooling.

There are closed loops for GPU's, but they're certainly less prominent than CPU loops. I've seen plenty of adapters for GPU water cooling on newegg and amazon, however have not looked into them. You don't need a closed loop or even a fan specifically for RAM, and case fans are still important for good air flow and keeping everything else cool. Thermal paste is completely necessary for proper heat transfer. I personally use Arctic Silver thermal paste, however any notable brand will do, they're pretty much the same across the board.
