If I overclock it to 4.2+ GHz are there settings I can turn down to keep it from causing an issue?

Yes there are some settings that affect cpu rather than gpu. It also depends on the game. On FPS they it will not bottleneck much.

Here are some settings:

Is there an i5 under 300$ that would not bottleneck it? Also do some Intel's not have integrated graphics? I will always have a GPU so I don't see the point of paying for a weaker, built-in graphics capability. Really just the cheapest processor that will not bottleneck it and maybe leave some room for future GPU upgrades would be great.
