low power affordable 4-yearly new PC

Good Morning Everyone,

It's been about another 4 years since I last built my own pc and again there was sooo much to read :)
I'd appreciate your comments and concerns on my built.

Most Important Factor: low power consumption
Approximate Purchase Date: asap, within the next 2 weeks
Budget Range: max 1300 USD/1000EUR
System Usage: mostly trying out new games intensely, streaming, programming,
Location: Austria, Europe
Overclocking: No
Additional: I have a 3x2 video wall which I might use from time to time as well.
I am also thinking of going for an oculus rift soon.
