Not sure what is wrong but Windows won't even boot from install disc

I was installing the latest Catalyst drivers for my 7870 and there was a power outage in the middle of the install and then my computer was blue screening like crazy so I decided to do a Windows 8.1 refresh to try and clear the problem. Everything goes normally until it reboots after the refresh and I keep getting a SYSTEM THREAD NOT HANDLED blue screen for a second and then it reboots. I have tried booting from my SSD, a USB repair drive, USB install drive, and install DVD but it gives me the same error every time.
The system specs are: AMD FX 6300 at stock (was previously OCed to 5GHz a few weeks ago for around 3 hours), MSI 970A-G46 motherboard, MSI 7870 OC Twin Frozer III, 120GB Corsair Force GT SSD Boot drive, 512 GB Crucial M550 SSD secondary storage drive, Antec Earthwatts 650W PSU, and a custom loop watercooling setup for cooling (just the CPU).
