PC, won't boot, restarts once, no display or beep or even power button led.

It all started yesterday. I was cleaning dust of cpu fan. I took the heatsink too, after that I putted all
in place and turned on.

The power button led was not working but all fans work and no display. It keeps going for a few seconds and then stops after that it runs again and no display nor the power button led and it keeps working like that.

I tried putting another PSU, same thing happend. Also tried BIOS reset, CMOS battery removing, tried with no ram or just one - no beeps.

My current build:
Mobo: Pegatron IPIEL-LA3
CPU: Intel Pentium Dual Core 2.80 Ghz
RAM: DDRD3 Samsung 2x2GB 1333 Mhz
GPU: ASUS Geforce GTX 750TI OC
PSU: MODECOM 450W

Would anyone happen to have a solution to this issue? I attempted to search for an answer on the forum, but couldn't seem to locate anything enough to this issue. I think it is Mobo but I'm not sure.

Did you put new thermal paste on the cpu before re-installing the cpu heatsink?

Did you reconnect the cpu heatsink fan?

Is the CPU fan spinning, if its not the make sure that its plugged into the correct fan header on the motherboard. Also make sure that you applied thermal paste on aswell

I did put thermal paste on cpu after I cleaned the old one. I reconnected the heatsink as it shout be. I did not seperate heatsink and fan.

It is spining I added thermal paste on CPU after cleaned the old one.

Remove and refit the heatsink again.

Remove the heatsink and clean the old thermal paste off it and the cpu with isopropyl alcohol.

Then put a pea size drop of Arctic Silver 5 on the cpu and remount the heatsink base.

Plug your cpu cooler fan back into the motherboard cpu fan header. Test,

You don't have access to Isopropyl rubbing alcohol? It's pretty common. You can buy that in any convenience store or pharmacy. I recommend at least 90% Isopropyl alcohol. Also make sure you use lint-free cloth like coffee filters if you don't have something better.

When cleaning, make sure you hold the CPU on its side. Don't touch the bottom pins or you can damage them. If you damage them, there's no fixing it. Wet the cloth with isopropyl alcohol, but do not drench the cloth. Apply a little bit of pressure when cleaning the CPU. Make sure it's all clean. Do the same for the heatsink. You don't have to be as careful with the heatsink as you were with the CPU. Let them sit for a few minutes to dry out. Put the CPU back onto the motherboard. Then re-apply a small amount of thermal paste on the CPU (a pea-size amount in the middle will be fine) and re-install the heatsink over it. Do not apply too much thermal paste as that will also be a problem.

If you really do not have access to isopropyl alcohol, you can buy a cleaning kit. It's more expensive.

@TheJitsu - I suggest you give it one more try from scratch again. Just follow my post here to re-clean and re-install the CPU and heatsink.
