Here's My Specs
GPU: Sapphire R9 280x Toxic
CPU: FX 8320
Cooler: Cooler Mater Hyper 212x Turbo
PSU: Seagate G seres 650w Modular 80 plus gold
mobo: ASUS M5A97 EVO R2.0

Do i need Thermal Paste for Overclocking the CPU (and maybe GPU)

The Cooler Master Hyper 212 comes with it's own thermal compound so follow the mounting instructions and use it.

The GPU is sealed in the box with the thermal compound already installed.

Yes - when you put a new cooler on you must clean off the old thermal paste from the cpu with isopropyl alcohol.
The put a peas size drop of new Arctic Silver 5 on the cpu and fit the new cooler. Plug the cooler fan into the motherboard cpu fan header.

Yes, you need thermal paste for mounting the cooler over the CPU, not only for overclocking, but also for stock speeds. Some coolers come with pre applied thermal paste. For most cases, it is enough. If your cooler doesn't come with thermal paste, you have to buy one and apply it yourself.
