I have 2 Samsung ud590 4k monitors. I have an xfx r9 290 for them. My question is: Is my Gigabyte z68(ap-d3) MOBO PCIe 16x 2.0 dragging the speed of them down? I only seem to get about 30fps with BF4 running at higest rez (on one monitor). Or have I just reached the limit of the single vid card?

Pcie 2.0 is currently far from limiting even the most powerful graphics cards. What you have here is the lack of gpu power. For 4k, crossfired 290s are recommended. Of course, your power supply would have to be top quality, and at least 1000w to have some headroom and not to be stressed too much.

Yes; the motherboard, when used with dual graphics card in CrossFireX configuration, will run at x16/x4. That is not recommended. In fact, that is worse than one card.

Also, as @herrwizo said, 4K is a bit out of reach right now.
