How good really is R9 280(non x)?

I'm about to get a graphics card(stuck on HD 4600 now) and couldn't decide between R9 270x Vapor-x or the cheaper Sapphire r9 270(non x).
However, I saw a Sapphire dual x r9 280 for 15$ CHEAPER than R9 270x Vapor-x! Also, the cheapest GTX 760(MSI single fan) is like 45$ more expensive than R9 280!
Now, the only reason I was considering a Vapor-X Version of 270x is because of low noise. Especially on idle, that's very important to me.

So, is the Sapphire r9 280 Dual-x worth buying? anyone having first hand experience? I'm interested about the build quality and noise output. Thanks.
 
Build quality statistics are hard to come by.

On noise, that is generated by cooling fans. The higher the overclock, and the poorer your case ventilation is, the more noise you get. The R9 cards get their performance by using higher clocks so tend to be noisy.

What is your PSU? You are looking at 550w psu's. for the R9-280 and 500w for the GTX760 or r9-270.

If that is a concern to you, I might suggest a GTX750ti. It is a low power card that is a notch weaker than the R9-270. It is a big jump over HD4600 and does not require a strong psu. 300-350w would do it.

Thanks for answers. I've got a Corsair CX600M PSU, so that won't be a problem I think. Yeah I've been thinking about the 750TI, however I could afford the R9 280.. If it's not noisy. I'd love to hear a first hand experience
