Ive been having some lag trouble

I have a 550 W PSU, 16 gigs of ram, intel i5, and a geforce 660. I reecently cleaned out my pc with dust and reapplied thermal paste, and now i cant even run runescape on minimum graphics. I just ran hwmonitor, and idle my gpu was at 37 degrees celcius, after 10 mins of skyrim on ultra it went to 55. Why is this happening?

First your saying your getting lag on Runescape, but what happened with Skyrim? You didn't say it was also having a problem with graphics (you note you were on Ultra). The temp will go UP when playing graphics, because graphics demands more power to generate then these words on the screen. More 'graphics', more demand, more heat.

Your U/DL speeds seem fine but that doesn't matter much if the issue is something hidden or your looking at the wrong end of the whole thing. Lets do some basics first then tell us the results to make sure we don't have something else just confusing things.

Open the computer, reseat all the connections you did or MIGHT have touched/bumped. Leave the case door open when you turn it on, any odd sounds? Are...

Download and run SPECCY, copy and paste the first tab to show your idle temps and full system specs.
Download and run MSI Afterburner, run Runescape on different graphics then same for Skyrim. What temps are you getting when underload as you change the graphics levels?

Remove whatever AV your using and go to www.filehippo.com and download Comodo, Panda or AVG (AVAST! got hacked so I do NOT recommend them). and do a full system scan - this repeatedly has resolved alot of people issue relying on MS Essentials or have REPEATEDLY replied that it was Norton getting in the way.
Download Malwarebytes do a full system scan (AV doesn't pick up alot of malware) - this resolved almost ALL other similiar posts to date as most had Malware the AV didn't pick up.
Repeat the AV/Malware scans till the system comes up clean.

Did you install all Windows Updates? Including options except BING? Check them and repeat till ALL are installed.
Download and run Slim Drivers, install all the latest updates but you don't need to reboot until you do the last update

Let us know the results of EACH STEP please.
