Power Supply Help Needed

My HP desktop PC wouldn't not boot up anymore. Everything was pointing to the PSU or Motherboard. The PSU fan comes on and the green on light is solid. I pulled the PSU out of the CPU cabinet and ran voltage test. All were good. Only thing odd was I only got 2.968 volts for the PWR_OK. I know it has to be between 2.4v to 6v to be sufficient to force the processor out of reset. My question is, could the PC not be booting up because the PSU may be on its way out? I've heard this value should be closer to 5 volts.

Also, my PC would not power off when I held the power button in. The monitor just said 'No Signal Input'. This PC was also connected to a flat screen TV and it would not show a signal either. I do not hear the beep when it turns on either, which tells me it is not booting up. All fans were spinning inside the unit.

The monitor only shows 'No signal input'. I also had an HDMI going to a TV that wasn't receiving any signal input. I'm not up on the computer language, so forgive me for asking, but what exactly do you mean by "Does the pc post without any errors?" It sounds like it powers up, but I never hear that beep you get when it comes on like it used to when booting up.

The beep usually means that it's past the POST (power on self test) and that all your hardware is properly configured and working as should.

You say your monitor has "no signal", do you by any means have it connected to a graphics card ?, or how is it connected ?, can you maybe check if it's properly connected

It is connected to the back of the PC using a M/F DVI-A 12+5 to 15 Pin VGA Adapter. The strange thing is, this has been set up like this for a long time and not had any issues. The PC is never moved and is in desk.

Like I had mentioned earlier (I think). I can plug it in and the green indicator light on the PSU stays on. I push the start button and it sounds like it is firing up, but no beep. However, I can not power it off with the power button.

Checked the output voltage at all the pins and this is what I measured:

#1 orange +3.353 V
#2 orange +3.353 V
#4 red +5.04 V
#6 red +5.04 V
#9 purple +4.98 V
#10 yellow +11.9 V
#11 yellow +11.9 V
#12 orange +3.353 V
#13 orange +3.353 V
#14 blue -11.92 V
#21 red +5.05 V
#22 red +5.05 V
#23 red +5.05 V
Grey to Green 2.968 V

Do you have a spare working psu that you can maybe swap just to check ?

These symptoms usually point to a bad psu but it could be anything

You need to isolate the problem. I would start with the psu first

If you have anything that would take extra power like the graphics card, extra ram sticks, remove them

Don't have a spare PSU. I did unplug the CD Rom drive and tried, but got the same results. Waiting on a PSU tester to come in the mail next week. Also, bought a motherboard tester. All less than $10. Hopefully I will learn something from them if they work.
