GPU Usage drops. CPU MOBO bottleneck?

Hey i posted something yesterday about my issue but I've gone into it a little deeper and wondering if anyone's got any ideas.

Hey so here's my rig.

PSU - Thermaltake TR2 TR-600 600W ATX12V
CPU - AMD fx8320
GPU - AMD Radeon r9 270x
MOBO - ASUStek m5a78L-M LX Plus
RAM - 8gb(2 4gb Generic Sticks) DDR3

So pretty much i'll be playing a game and it will run perfectly smooth 70+ fps consistently until suddenly, I'll receive a large fps drop for about 5 seconds and then it goes back to running smooth. It cycles through this over and over.

I've been going through my bios to go for a possible fix because apparently my MOBO and PSU are pretty terrible and apparently my MOBO doesnt technically support my CPU fully because of a poor chipset. I'm planning on upgrading them asap but i've been looking online for other fixes and some people have said turning off some of my cores in BIOS would help. I tried that and it was a little more stable but it was still apparent. You guys got any ideas to what i can try, possible fixes here and there?

-I've ran driver uninstaller and got a clean driver setup for everything. Also updated BIOS, made sure everything is plugged in correctly and cleaned my case thoroughly. I've attempted OC but the results were terrible because of PSU and MOBO issues.

The fx8320 won't bottleneck the r9 270x.

Something in your system is probably overheating. IF your motherboard doesn't support the cpu, I'd imagine maybe the VRMs are overheating.

Early on, the R9 cards had throttling issues. When they got too hot, they slowed down until the cooler got things under control.
There may be a firmware fix for your card.
Or, possibly one of the graphics card apps can help.

Looking at the graph, I think the cpu gets more active and generates load for the graphics card.
When the graphics load heats up the card, it slows down and the cpu has less work to do.

Max GPU temp was 65C
Max CPU temp was 63C

Those arent too hot are they though?

65C for the graphics card is fine. 63C for cpu is a bit on the hot side. Check to see if it throttles when the CPU hits 63C.
