Windows 7 Internet shows connected but no internet

My sons brother built a tower computer for him for Christmas. When he turns on the computer it shows that he is connected to the internet however when attempting to access he is denied either IE, firefox or google chrome. Its a windows 7. Not real computer illiterate any help would be appreciated

Yes I have checked the proxy and it is set on automatic. And yes I scan for malware and it did not show anything. Outside of this that is where my computer skills mostly ends.
