Good copmuter running extremely slow help

So here is my specs:

Amd FX6100 processor 3.30 ghz plus hyper 212 EVO CPU cooler
Xfx radeon r7770 ghost series
23 inch LG 3d LED monitor included
16gb corsair vengeance 16gb ddr3 ram
3tb caviar green hdd
250gb Samsung 840 series ssd
Ocz zs series 750w psu
Asrock 970 de3/u3s3
Dvd player plus extra dvd r/rw drive

When playing a game or watching a video in HD there is radon lines that apper on the screen when something in the video moves, its not the computer as i have tried everything and all parts are fine.

What i have tried to fix this issue:
New cables
different monitor
different parts
new gpu
everything i have tried
updated java and everything

Now i had this problem on my other computer, i don't now if its normal. please help me

  1. Maybe its your motherboard? Or it could be you GPU is getting to hot.

    not my MOBO, could it be that my GPU is not in correctly?
  3. Maybe your CPU is clocked too high causing it to become unstable, or maybe you need the latest GPU drivers.

    i think turbo boost is on


    turbo boost wouldn't do anything since it comes on automatically when the pc needs it ( ex: gaming).

    You could download AMD Over drive, go to the clock/voltage section and see if turbo core is enabled. I think turbo core is enabled by default.
