i assume it would be similar to the 4670k I want to know what would be the right voltage and things like that to get an OC of 4.0-4.5 ghz

my spec:
Gigabyte GA-Z97X-SLI Z97 ATX
Sapphire R9 280X 3G GDDR5
Raidmaz RX-700 cobra psu
Intel i5 4690K 3.5ghz
G.Skill sniper 8g 1866 memory
Seagate 1TB Barracuda hhd
Corsair H50
Windows 8.1 Pro 64.bit

Solution
The right voltage should be no more than 1.23-1.3v
Higher than that, heat rises rapidly and you risk more with the longevity of your chip.
That is why I do not endorse the liquid coolers that may let you run at even higher voltages.
How high a multiplier you get at that 1.25-1.3 voltage is determined by your luck in getting a golden chip.
Your expectation range is about right.
The 4690K is very good at stock. anything extra is a bonus.

thanks this is my first build and OC, do I have to worry about the Vcore Offset and stuff, and my cpu temps are at 46C is that good?

46c idle? that is quite high given the cooler you have. OC'd it already?
