I have a Dell Dimension 8400 here are the specs:
CPU: Pentium 4 @ 3.00 ghz
GPU: Radeon x800 256mb
OS: Linux Mint 17 with Mate Desktop
RAM: 3 gb (2x512mb and 2x 1gb) @ 400mhz
HDD: 250gb Maxline Plus II @ 7200 rpm

I was going to upgrade the graphics card but I'm not sure whether to get a Radeon 6450 with 2gb gddr3 ram or a Geforce 9500GT with 512mb gddr3. I found both for the exact same price (20 bucks) and although the Radeon one has more video memory, the Geforce one has better performance benchmarks. I'm not sure which one to buy.

It's 2 years thats correct the 9500 is from 2008 while the 6450 2010 :).
And video memory isn't all :), What it alows you to do is to play at higher resolutions :). So if i was you i'd choose the 9500. I had a 9600 in my old pc performed amazing even tho it is from 2007 or 2008 :).
