play an .mp4 video from an external USB hard drive in Chrome

How can I play an .mp4 video from an external USB hard drive in a Chrome browser installed on my laptop? I would like to Chromecast it to my TV. Works fine if I want to play it with WMP but then it can't be cast to TV.

Note that I can do what I want to do from an .mp4 file off my local disc but not from an external USB disc. Results:
