ok, got a Toshiba L655D series laptop, CPU was burned out and got a new one to place in to the board, it powers on and everything.. after cleaning the old paste off the heat sink and cpu and putting a small amount on the heat sink, the temps are ranging from 40c- 87c (87 c only with 1080p video) heatsink is clean not clogged.., air flow coming out is cold or cool.. seems like not a good contact, what should i do?

PS ive reapplied artic silver 5, 5 times already and each time using a debit card to spread it out..

CPU is a AMD Athlon 2 p340
