USB 3.0 Ports Not Working

I have a Gigabyte GA-970A-DS3P motherboard with 2 usb 3.0 ports on the back. I had to install VIA usb controller or something to get them to work. And they did work. But recently I had to do a clean install of Windows 7 and now they won't work.

I have an ExtremeCap U3 capture card that needs a usb 3.0 port to work. When I plug it into a usb 2.0 port the little window pops up saying it's install device drivers, but when I plug it into a usb 3.0 port nothing happens. Does anyone know something I could do?
 
Solution
It's looking like you found the problem. Unplug everything from the capture card and let it sit 15 mins or so. If there is a reset button on it, might give that a try.

Also, remove a battery if there is one when unplugging the card.

That's the one I have installed. But now I'm not sure if the problem isn't with the device itself. I tried plugging something else into the usb 3.0 port, in this case a usb mouse, and it worked just fine. But now when I plug the capture card into other 2.0 ports it keeps flashing, meaning it's not connecting to the PC. Everything else I have plugged in works. Just not that.
