PC won't start at all unless i unplug the cpu fan/heatsink. WEIRD.

So my PC worked fine for more than 2 years and now it won't turn on. When i HOLD the power button i get the cpu fan spinning until i stop holding it. When i unplug the PC from electricity and power it back on it takes maybe a few minutes until i can again hold the power button and the cpu fan starts spinning again.

Another thing to mention is that my HDD seems completely fine , i did test it on another system. Also the other signal i get from my PC is the blinking lights that it's trying to load as i push the power button. But those are pretty much it, the fan is spinning and the lights are blinking.

So i thought there was a sound coming from somewhere and wanted to investigate and turned off the fan ,and the PC actually started and loaded all the way to Windows. I read on some other threads on here that people have sort of had a similar issue where the PC only starts when they unplug the 4-pin and the solution was a new PSU. Before doing all of that , i actually
removed the graphics card(i have one integrated as well) and 3 of the ram sticks. I did also unplug and plug back in the 4-pin ,but couldnt do so with the mb pin.
