Should I get a second card or better cooling.

I recently built a computer with an r9 290x. This computer has been giving me no problems and still isn't except for one exception. I was running Metro: Last Light with all settings cranked up on 1080p the pc was running fine. During a cut scene that had a lot of lighting and texture effects ( that cut scene after you get captured near the start of the game) my gpu went to 87 c then once the cut scene was over it dropped down again. I was having decent frame rates through this cut scene. Later on in the game after a loading screen I was in a cut scene having massive frame rate drops I checked the gpu temps and the max temp has not gone over 87 c. So I did not know how the temperature was lower then other areas but getting worse fps. I lowered the settings but that did very little to help the problem so I just got off the game. So do I need a second graphics card to crossfire or should I get better fans to suck air in quicker and exhaust air faster? I'm using the default fans on the storm stryker and cooler master 120V. EDIT: Ok I did a new test and found some interesting results. I got on Metro to see if I could locate the problem. When playing I got a steam message I pressed Shift + Tab to open up the over lay and it did so slower then normal and when I went to type a message the key being pressed to showing up on the monitor was about a 2 second delay. So then I was thinking maybe it's my processor bottle necking because in that area the gpu is only at around 70 c so I can't see it throttling down because of high temperatures. The only issue I am having with this theory is I have in i7 4770k so I can't see a 4th gen i7 processor bottle necking a gpu. So then I was thinking maybe it's overheating and lagging a bit because of it cpu temps was about 60 c. So now I have no idea where to begin looking for the problem.

At 1080 man that 290x should be just fine. Those cards are known to be very hot, but don't you have top exhaust or even front intake fans blowing fresh air in? If not, than instead of a new card just buy a case with plenty of cooling options. Is the only exhaust fan pulling through that Rad?

Currently I have 2 120mm in take at the front and a 200mm exhaust on top.

I know they are supposed to run hot. I am using the Asus one I don't know if Asus makes more then one model of the 290x if they do let me know and I'll link to me exact one.

The 290x has only 1 issue known. On very high temps the 290x throttles down impacting performance. Stock 290x are those amd which areususallt bright red released by amd. 3rd party 1if u have asus would have direct cu ii 3rd party cooling. All I can suggest is if your 290x is getting very hot and indeed throttling...tym to invest in a waterblock . I dnt think u need another gpu. Ur gaming at 1080p which ur gpu more than ample enuf.

This is my first build and I don't want to get into fiddling with water tubing and re-filing tanks and such because this pc was a gift and I don't want to add tubing that if I fuck up I end up with distilled water all in my components. Is there any recommendation on a closed loop water cooler for this gpu I do have the Asus one look at the pictures in the original post? Also are there instructions online on how to install it?

Yeah no the i7 4770k is definitely not a bottleneck. It's gotta be those temps. How is the fan attached to the rad? Is it pulling? Also the temps are high on GPU there's something like this for additional heat extraction.
