I have a choice of either buying the sapphire version of the r9 270 and the HIS ipower version of the r9 270. Which onw is better and why? also which card gives the best temperatures when under load?

Sapphire is a much better and reliable brand. However, there are many variants of R9 270 from both manufacturers. Pl provide the exact models which you are considering. Point to be noted: If it is Vapor-X or Dual-X from Sapphire, better buy the Sapphire card then.

Sapphire is dual X with OC and boost while the HIS is ipower turbo

EDIT: if anyone knows, can you plz tell me when is the best time to purchase products such as memory/gpu/psu from newegg?because I want sale/rebates. plus I also heard they sometimes give free games. I plan on buying in August.
