FPS drops after installing new processor. Please help!

hey guys im new to this forum, thanks for looking and helping in advance!

i recently got a new CPU, the AMD FX 8350 replacing my old AMD FX 4130
it was a pain in the ass installing this to my computer because i have a water cooling system and my case isnt that big so it was really hard to take out and put back on. anyways after installing thew new CPU i notice that my fps drops in games from 300-400fps to 50 in CSGO for about 5-10 seconds and then goes back to normal.

at first i thought it was my video card overheating but i borrowed a friend's video card and i still get the fps drop. so now i am wondering if i need a new PSU, or i messed up something while installing the new CPU, or it might be that the heatsink isnt fully attached to the CPU. im really confused frustrated

my system specs are:
AMD FX 8350
Cooler Master GX 750w
EVGA 650 Ti Boost 2GB
Corsair Water Cooling Unit (i forgot the name)

that is what i've been thinking but i wanna find out what is really wrong with my computer first before restarting the CPU installation because it was really hard to do.

im looking at the core voltage and it keeps jumping from 1.2v to 1.3v to 1.4v
also the clocks core speed goes from 1392.xxMHz to 4090.xxMHz
multiplier jumps from x 7.0 to 20.5

i have no idea what these means sorry, i guess its not stable?
 

that is the cpu power saving feature run valley 1.0 and tell us your score and settings also system specs.
 

If that is happening in game then it is either CPU over heating or the VRM's on the motherboard that are throttling the CPU.

i checked my temps when i game and CPU's temps are fine, my video card temps goes up really high though, up to the 70s-80 degrees
