No boot, With new GPU?

So I just today bough a new Gigabyte Wind force R9 290 Graphics card along with a Phanteks PH-TC41PE CPU Cooler and a Cougar 800W Gold PSU and an additional 8 GB of ram to add to me 8GB already.
Upon reading the Read this first before posting about Boot issues and completing them all its come down to the GPU (Starts fine with intel graphics).
It is seated fine, the 8 pin and 6 pin are both firmly in place and all the Fans on it are spinning, yet with it installed I am getting no Motherboard beep and no Video output.
Any ideas on what is causing the issue?
800W is plenty enough to power it from what I have read and discussed with people so if anyone has any ideas that would be great.

Specs:
i5 3570k CPU
4GB Gigabyte Windforce r9 290
16GB G.Skill Ripjaws X Ram.
Gigabyte GA-Z77-D3H
800W Cougar GX Gold.

I'll check the drivers but, I believe they are fine, The internal speaker works fine on boot up without the GPU or my old GPU.

Seems So, will have to check if it works in a friend of mines build, If not I'll return it I guess.

None of the above has worked, However some mates are saying it could be the PSU isn't powerful enough although from my understanding the R9 290 uses 600W at maximum output which means 800W should be plenty enough to power all the system(Considering my old 500W PSU was powering a 400W card and the only new additions are the RAM and Heat sink)

My old 6870 works. I can't get to my mates build until later in the week. Got one other options I'm gonna give a go but 99% chance it won't work
